I think the biggest thing any chapter does is to provide the local face of H.O.G.® to members. H.O.G.® organizes all kinds of big events - mostly national and regional rallies, etc. But other than going to big rallies, H.O.G.® does not have a means of bringing members together so members still are largely disconnected from each other. The chapters (including ours) is the local organization where you can belong and meet other local riders and find local chapter events that are close to where you live - it is the real face of H.O.G.®. Without chapters, I do not think H.O.G.® would be of much practical relevance to most members - the chapters being it local and accessible to all H.O.G.® members.
The most active chapter members find that the chapter facilitates members in finding riding companions who share the same interest in Harley's. It is all about having responsible fun. Every chapter finds it own way to implement that mission. Some are hard riders, some are into charities and good deeds, some are into attending rallies, some are into bar hopping, some are into riding skills, and some are into events and socials. Some are highly organized and put a lot of time an effort into their events.
The culture, style, interests and activities are a function of the several influences - the dealership itself and how the owners support the chapter, the chapter leadership and the members themselves. I am sure that the chapter changes over time as people come and go from the leadership and the membership.
At Old Strathcona, we are mostly about riding and making sure as many members as possible can find something of interest to them in our activities. We are pretty laid back in our organization and intensity - there is no interest to put on big events - only riding and a couple of socials each year. But the big thing is the friends and connections you make. Our chapter has regular rides every Sunday that start at 9:30am, run for about 350 to 450km and return to town around 5:00pm. The other rides we do are between 4 and 5 weekend rides each summer - these are mostly 2 days but we also do 3 and 4 day rides as well. These extended rides allow us to get into different territory and really get to know folks. We have two socials each year - one in the spring and one in the fall. And we have regular monthly meetings at the dealership on the second Thursday of each month. All members are encouraged to join in on all the events. We do collect a certain amount of money - (BBQ's and memberships) - any surplus at the end of the year is donated by the chapter to a local charity. for the past several seasons we have donated to the Centre for Family Literacy.
